As far as I can see it was this last one, although the dates don't agree:-

September 20, 2016 — KB3193494 (OS Builds 14393.187 and 14393.189)

We encountered a network transmission issue with update KB3189866 published on September 13, 2016, and the quickest way to address this issue was to reissue the update to all Content Delivery Networks. This new update KB3193494 has the same set of fixes as KB3189866. We apologize for any inconvenience this may have caused.

September 13, 2016 — KB3189866 (OS Builds 14393.187 and 14393.189)
This update includes quality improvements and security fixes. No new operating system features are being introduced in this update. Key changes include:
  • Improved reliability of Windows Shell, map apps, Internet Explorer 11, and Microsoft Edge.
  • Addressed issue causing push-button reset to not work correctly and roll back on devices with language set to any of the Unicode languages.
  • Addressed issue causing devices to crash after disconnecting an e-reader that was attached to the device.
  • Addressed issue causing devices to not recognize a Secure Digital (SD) card if it is inserted and removed multiple times.
  • Addressed issue causing some apps to not respond to the commands in the app bar in Windows 10 Mobile.
  • Addressed issue that sometimes blocks alarm notifications in Windows 10 Mobile.
  • Improved support for using the camera app in Windows 10 Mobile Enterprise.
  • Addressed additional issues with rendering 4K resolution, missing Start menu tiles when running on battery, Internet Explorer 11, Microsoft Edge, Bluetooth compatibility, graphics, display rotation, app compatibility, Wi-Fi, Feedback Hub, Miracast, Windows Shell, revised daylight saving time, and USB.
  • Security updates to Microsoft Edge, Internet Explorer 11, Microsoft Graphics Component, Windows kernel, and Adobe Flash Player.

I do not understand what you mean so I cannot interpret the significance.

It appears Microsoft had trouble completing the transmission/upload of update KB3189866 to end users. Some of the components of the update may have been successfully completed.

KB3193494 was issued in response to failed KB3189866 update and contains the same components as KB3189866. Supposedly, anything that successfully installed during a partially failed KB3189866 update was not double installed during the KB3193494 update fix/reissue.

You are not the only one to experience corruption during the process of completing the original or after completing the secondary "fix" update. I have now installed Canon printers of the cartridge generations BCI-3e/6, PGI-5/CLI-8, PGI-520/CLI-521, PGI-525/CLI-526 and PGI-550/CLI-551 on my w10 laptop, and I also added an old HP using the 45/78 cartridges, so now I am waiting for the Anniversary Update to see if the printers are deleted. Here are the installed printers, click to enlarge:

Don't concern yourself about the date issue, it is of no real significance.

If you remember I had switched off the WIN 10 driver signature verification process, when I could not make the oldest printer driver load or work. This cleared the problem originally.

Subsequently I made the system reinstall the two "modern" printer drivers OK, but as before it did not want to know the old one. So I expect I will have to go through the process of turning off the signature verification process again, if I can remember how!!:hu

You typed that into your post and I presumed it had some significance which I could not discern so I commented on it that you might clarify. You are probably correct in that the dates do not matter.

How could I remember? I've gone through this thread for a third time and you did not report doing this. :idunno

Did you try installing the driver in Compatibility Mode? How about just letting Windows install the driver from its own database via Plug and Play? This does not require you to turn off driver signature verification.

In my last post I asked if your printer issue was related to loss of networking causing loss of print sharing that was described in the accompanying link. Does this example describe your situation?

Otherwise, I found another report of various issues following upgrading to the Anniversary upgrade 1607, however this deals with issues reported BEFORE your KB3193494 / KB3189866 updates. Regardless, Microsoft has shoveled some dirt on its users. Not the first time, not the last time. In their defense, it is impossible for MS to account for all the idiosyncrasies of the multitude of different setups of millions of computers around the globs. This is no comfort for you. I feel for you and the frustration of a broken computer. :he

I had a disaster with the Anniversary edition. Some apps refused to start (little blue spinning wheel forever), or very long startup times. Then I noticed all the printers were removed so I had to start each one of the six tied into the USB port to get them back. Then their Cortana becomes part of the system and no way to get rid of it. An extra screen on starting too for some reason.

The blue spinning wheel became an annoyance with some apps and refused to go away unless it was rebooted. There is also only a 10 day window to get rid of it in Restore which I did. Too buggy for now.

@W. Fisher Oh, so that is where the blue spinning wheel comes from, I thought it was just my PC playing up.

I also did not know of the 10 day limit on restore, thanks for that, I think I will try restoring.

@stratman This is all getting too complicated :)

I see a warning notice has appeared "Firefox has prevented the outdated plugin "Adobe Flash" from running on http://www.printerknowledge.co" at the top of the screen. I wonder what that is all about.

Restore button here we go!!

Uninstalling and reinstalling the app did not work?

There is also only a 10 day window to get rid of it in Restore which I did.
The new shortened 10 day limit is dumb except if someone is running out of space to write to the disk. If you have gone over the 10 day limit then you either have to do a clean install of a different OS version (see below) or restore a backup of an earlier version. (You did a backup before the upgrade, right? ;))

Note that there is a Registry hack file to disable Cortana automatically - no messy editing on your part! - in the instructions above. They also include a Registry hack to restore Cortana if you wish.

It can be especially when you are presented with a lot of info at one time. I gave details for all that read the posts and may want more info.

I am still wondering if your printer driver issue was related to networked drive and printer sharing. Can you answer that question?

Not a Windows 10 issue but a Firefox issue with an out of date Adobe Flash app. Install the latest version of Adobe Flash.

Post restore.

Much to my surprise and all the dire MS warnings, the PC is still alive.

@stratman Previously the printers all worked OK once I had removed the printer driver signature verification requirement, before all this update business. But I am not sure now how I did it.

I will now have to evaluate what the restore process has achieved.:)

What a wonderful system WIN 7 was!! I think I agree with The Hat.
