That old thread is full of nonsense. I wouldn't know about Epson but I dont believe for a moment that somebody speaking on Canon's behalf said that the printer performs a cleaning cycle every time is turned on, because it's simply not true.
The fellow who posted that info was clueless, making it up, trolling or whatever.

Yes it does, most if not all Canon printers do a new cleaning cycle when they have been cut off from the power socket for any length of time, leaving the printer on 24/7 is just a waste of energy and totally unnecessary, I reckon it speeds up the end of life for the print head.
A printer in waiting mode is 1Wh, considering the french price of 0,30€ /KWh. You would pay 2,70€ for a year in waiting mode (leaving your printer ON), just wondering how much more the ink will cost you.

Keep your printer always on if that suits you. I keep mine always Off. Let's leave the argument here.

I dont think Brother patent expired and Canon now began to make smart cleaning cycle enabled printers.

I would recommend to have a look to the service manual; I see it in several service manuals for Epson printers that there is a separate section describing in detail the power-on sequence - e.g. with 50 individual operational steps for a L800. I would assume that a Canon service manual today provides similar information since I remember an old IP4000 service manual doing just this.
Not all noise during start-up is caused by the ink pump and causing ink consumption
