The clear ribbon is the encoder strip .. if it's marked badly it may cause timing problems with the carriage
Depending on the position of droplets is may or may not affect your print outs

The MP640 is a good printer it's about 96 UKP in Tokyo remember that it's uses those PGI-520/521 carts so you will need to get yourself a resetter or disable the ink monitoring

In some of the earlier Canon printers that the ink carts weren't attached to the heads .. used foam inside the ink cart to drain the ink .. so then you changed the ink cart you replaced the waste tank .. nice idea I thought .. mind you the P/H was a total bitch to change..

The sad fact is that Canon (JP) want you to buy a new printer with lower Cap Ink carts .. I used work in a service center in the UK and they still wouldn't let me buy a P/H

At least in the US you can buy P/H's in japan we need to send the printer in for repair as canon wont supply the P/H on it's own.
My IP8600 PH has a dead element and I can't get a P/H for it .. it's strange

Thanks for the offer .. I haven't gotten my IP4700 I was researching my options I have IP8600 (Same as a IP8500) at the moment and the P/H has a dead cyan element.. The only way I can get a P/H in japan is to send it to a service center and it's will cost more than a new printer :(

It's sounds like you have some dust in the printer and it's gumming up the bar that the printhead rides on/or the grease has gone
I don't know this printer however if you can see the bar that the printhead runs on I'm sure you can clean/lub it
