You have surmised accurately!
You do need the chip on the cart or the printer will refuse to print.
The chip records the cartridge use by counting the ink firings by the print head, and so will eventually say that the cartridge is empty.

I too am not a Lexmark fan and I don't have any special knowledge about your printer, but the fact that you got the colors when you wiped the print head with a damp cloth does not really prove that it is not clogged. You could be getting even dried ink to show up with the dampness of the cloth...
Perhaps you still have some valid cartridges that have not yet run out of original ink. If you do, the ink monitor will still come up and show the condition of those along with the empty.
