It's possible the gradations on the little plastic disk attached to the print feed mechanism are soiled, have some dust on them or similar... Remember the little lines are required to help the printer determine how far it has gone around so if there's a glitch here that might explain it... Same sort of thing happens with the strip running across the printer rear and vertical banding.
Of course it could just be a cr*p printer, something allowing the paper to slip (perhaps a bad roller, etc..) but my money would be on the gradation wheel/disk.
