HP is apparently playing a somewhat similar game with the latest firmware update tightening up on the use of non-genuine supplies on various SOHO models.
I see refillable cartridges offered for the P800 with ARC chips in Europe

It may be the time to get a P800 now before Epson is shutting down this option as well for the European market. Or you go full risk and make your printer chipless , just google for 'ChiplessSolutions'

Some might be wondering why did Epson leave some sort of refilling open in the EU? yet shut it down twice in NA with clearly premeditated thoughts of countermeasures.

Stronger consumer rights in the EU is the most likely reason.

I'm not so sure about that, such cases - printers and 3rd party cartridges - date code/firmware issues and updates rarely go to court if ever , and some outspoken consumer right advocates in the EU even refer to stronger consumer rights in the U.S. ......
But there is another effect, the EU is created as one common market, without business restrictions between countries which lots of companies try to counteract with restrictions per contract, not legal in all cases but practised until somebody actually goes to court to fight that, so which dealer would do that risking his total business. Dealers - Epson etc in Germany are not supposed to sell and ship to Poland or Romania or vice versa, but a few do that with some tricks - via Amazon or opening an office in the other country - in some cases not more than a postal address.
Where did Epson started selling ink tank printers - in South East Asia - where the business pressure was the highest losing most of the ink and cartridge business to cheap stuff from China, Korea etc.
And refill/3rd party cartridge/ink business was stronger in Eastern Europe than in Western Europe, so Epson, Canon, HP, Brother introduced their ink tank printers there first before they came to Western Europe, and they could make some profit on selling the printers, and not loosing on the ink business.
So potential legal issues how far consumer restrictions can go are very tightly interwoven with business decisions as a reaction to firmware hacks and availability of 3rd party/counterfeit supply products.

Yesterday i purchased a second hand Epson P800. I ordered a set of refillable cartridges, because it seems to be impossible to reset the original cartridges with a resetter. I will report back.

Today I finally could test the printer in my vacation loghouse in the Belgian Ardennes. I was able to reset the waste ink tank to empty (or full depending how you see it) with the Epson Pro 3800/3880 chip resetter.

Ink levels are low, so waiting for the refillable cartridges to be installed in a few weeks time. The printer only printed 160 pages and are still installed with the original installation cartridges.

I just checked the firmware: OR20I4 (may 22 2018). Are there any guys here using this firmware version on an EU P800 and with refillable cartridges: any problems with resetting ?

The refillable cartridges from Aliexpress.com arrived today, which is very fast. This weekend I will install them and see how they will behave.

Save that money! Congrats on purchasing a second hand printer and also going out to purchase non-oem from Alibaba.

Also wanted to add to @Ink stained Fingers comment about HP tightening up on their chip technology. I hear people are trying to crack the HP Pagewide but due to regular software updates, it will be impossible to have non-oem work. HP really finding new ways to prevent this!

So yesterday evening I finally installed the refillable cartridges in my printer. They work flawlessly, but I discovered I put matte black into my PK cartridge, which I discoverd in some ABW prints where the black area's where muted like powder. So I exchange the refillable cartridge with the original OEM PK cartridge, which was low, but works without problems alongside with the rest of the refillable cartridges.

I had to suck out the matte black ink from my refillable cartridge and rinse it with my solution to clean the cartridge while sucking out the cleansing solution from the refill hole and the priming hole as well, to get the wrong ink as much as possible out from the refillable cartridge.
