I had a problem with bacterial growth in all my color cartridges. The growth ruined print heads on my I9900, i950 and ip4000. What happened is the bacteria not only grew in my cartridges it also grew in the print head reservoir (between the intake and the jets. That cost me a lot to replace the heads.

It looks like your refill ink has the same growth that I had in my cartridges.
Now when I get new ink I put some isopropyl alcohol in it. It seems to keep the bacteria from growing.
The growth looks like bacteria growing outside of the cartridge.
I think the growth has something to do with the temperature, the warmer it is the faster it grows. My cartridges had the most growth in the summer when the temperature was in the high 70s to the 90s.
