Your are just fine with a D value at 28 with D=0 as empty and D=100 as full.
Now that you have an eeprom print you can down load the iP4000 service manual and see how to read the rest of it.

Hobby Colors just relisted their refill kit for the printers that use 5 ink cartridges, ip4000 and others. The 3eBK and the 6 cmyk cartridges. The kit includes the inks and new unfilled cartridge. Here is a Link to order:
