Based on what I read here, I decided to buy G&G ink carts from Inkgrabber.com.
To get the price break and free shipping, I ordered a 6-pack of each color.

They arrived today, and I opened one box at random. It was black, and the inside of the plastic shrinkwrap has alot of spilled ink in it!
Should I be concerned? Is this one garbage?

It may look ugly but the actual amount of ink leaked should be very minor. It's not garbage. Use it with a little extra attention just in case. it should work fine.

If the orange clip came off of the cartridge while still in the bag (it is not secured with tape or welded on like OEM cartridges), then you have nothing to worry about. In fact, if you remove the orange clip before removing the tape over the air vent, it is quite likely some ink will come out of the exit port. This could happen if you live at a higher altitude than where the cartridge was manufactured and your lower ambient air pressure causes a higher relative pressure inside the cartridge, forcing the ink out. Even a downward change in the ambient pressure could cause a leak to occur. Hopefully, the orange clip is on tight enough to prevent a leak.

However, if the clip is on tight, the leak could be a crack in the cartridge somewhere and you wouldn't want to put that cartridge in your printer because all the ink will likely leak out and into the inside of your printer. The way to tell is to take the orange clip off and set the cartridge upright on the edge of a sink or some other place where you can afford to have ink leaking out. Make sure the filter in the bottom of the exit port is not touching anything. If no ink drips out after a day, then it is safe to put it in your printer. (Don't forget to remove the tape over the air vent.)

If it does leak, you shouldn't use it.
