It looks like the problem is more about finding a suitable photo paper than finding a suitable printer. I think you can do "Manual duplex" with almost any printer by printing first all pages 1 and then flip the stack and print all pages 2.
I once bought a pack of 100 pieces 10x15 cm or 4x6" photo paper in a discount super market. The package was labelled "Photo Cards" but the back side of the cards was plastic coated so it could not be printed. Even ink from a ball pen would not stick.
