The jury is out on whether Image Specialists recommendations are on the money or not but you can use the IS Cyan from the CLI-8, CLI-526/226 for the CLI-521/221 in either direction... The differences between the two can be resolved with manual adjustments in the colour settings and are purely colour value related, not strictly technical compatible issues (eg: clogged jets).

And correct on the KMP inks... The KMP Universal is for BCI-3, PGI-5 through to PGI-525... It would also work with HP 364/564 cartridges as a replacement for the pigment black but otherwise it's strictly Canon specific.

Hope that's enough clarification... Still in thrall of chaos mode...

Dye ink is easily cleaned from a syringe just by flushing with clean water, so one syringe can be used for all dye inks. Pigment ink is harder to remove completely from the syringe after use, and even very small amounts of pigment in the dye ink can cause nozzle clogging. So my guess is that one syringe is intended for pigment ink only, the other for the dye inks.

consider buying the 2 oz squeeze bottles from Howard Electronics instead. With needles they are about $12 for 10, plus shipping. That is, if you are in the US. No washing of syringes, opening and closing the ink containers, etc. You can call them and request a different length needle if you buy the squeeze bottles with needles, and you can also ask them to throw in the little caps that prevent evaporation. Much simpler than dealing with the syringes.
