Ralph Wiggum is a character in the Simpsons cartoon, son of the Police chief, he isn't the most bright child in the world.
After being asked or told something complicated that goes right over his head, he replies as I wrote, or on another occasion, "My cat's name is Mittens" because he doesn't understand, but shares something he does understand from his world, which is very sweet and poignant and often funny.
The phrase "My cat's name is..." is now part of my family's in-joke repetior, when someone is talking about something we don't understand, we reply with a Wiggum quote. In this case, in reply to Cannon fodders post on air pressure.
