HP OfficeJet 8022e says the cartridges are empty, common sense and basic troubleshooting disagree.

For reference, I've used this printer maybe 10 times in 6 months. The last 2 pages printed 100% and 95% respectively, then nothing. I'm not terribly tech savvy but I troubleshoot for a living, and have tools to take apart and change almost anything.

I suspect that there's a "timer" in the cartridges that tells it to stop printing x days after sale/install. If there's any way to confirm this than that would be good.

I also shook and pinged the cartridges and they are all full except maybe the red.

There’s no timer involve at all, when there’s not sufficient ink left in the cart then it can’t print onto paper, and continuing to try will kill the print head completely, so its unwise to pursue this practice..
Follow the on screen instructions, and get new cartridges..

I've printed 10 pages, I'm not exaggerating. Theres no way its empty. Like I said I can feel/hear the liquid sloshing around if I shake it. What tells the cartridges that they're empty?

There is no ink gauge in the cartridges. The printer calculates how much ink should be left in the cartridge by counting nozzle firings. This value is written to the chip. If the printhead is clogged the used amount of ink will be less than what is calculated. Ink leakage will cause the chip to show more ink than what is actually left in the cartridge. So the chip can in some situations come out of sync with the amount of ink in the cartridge.

If the cartridges are not new and unused but refilled/remanufactured the chip will show empty or nearly empty as these chips cannot be reset.

It looks like the yellow cartridge is empty as the Q-tip has not received much colour.

Are the cartridges regular or XL? and are they new and unused OEM or refilled/remanufactured?

It looked like refilled cartridges since the panel shows no actual ink levels (disabled) and the q-tips are not well saturated as in the case of the well inked cartridges. I suggest to refill the cartridges as soon as possible or replace them.

If you have only used the printer ten times since new, it sounds like you have those "starter" cartridges in the printer; manufacturers are notorious for putting just a little bit of ink in those carts that come with the printer, so you have to buy new ones very soon after you get the printer.

Also every time someone say i printed 10 pages please specify what you printed, because there is a huge difference between 10 income tax pages and 10 full color images

They need to spend a lot of ink priming the printer
