Set the Printhelp language to English.
Watch the video below.
After changing the language, close the program and run it again.

I changed the language to English and ran PrintHelp.

PrintHelp recognizes the Epson 1400.
When I go to disable Epson processes PrintHelp doesn't detect any.
It says that “According to your printers status printer is still fully operable”.
Waste counters read 29.72% and 17.6% both “ok”.
Status says “Printer is Printing”.
Status for each color says “Unavailable”.
When I run “Report” It says the printer is printing and the only error code given is:
"Last printer fatal error code 0x0C CR motor drive fatal error".
It can't run a print test because it says the printer is printing.

During all the testing the printer kept going through it's startup routine. Carriage going back and forth.

Any suggestions?

Epson Stylus photo 1400
Thank you to everyone for the advice and help. At this point I'm just going to see if I can get a quote from a local repair shop. If I can't get it fixed for a reasonable price I'll just get a new printer. I love the 1400 but I'm done fiddling with it. If I have to get a new 13 x 19 photo printer any suggestions for under $400?
