the borderless option expands the image slightly - let me say by 2% over the standard size 8.5x11", but if your paper actually is longer than 11", e.g. 2.5% longer you get something like this.
Are the both papers - 4x6" and 8.5x11" - of the same type ?
Can you please post a nozzle check ?

Both papers are the same type and the 8.5x11 has been successfully printed on borderless before.

Right now Epson is telling me to replace my low ink. I have CSS. How do I override this?

The cartridges in the printhead carriage still carry chips,you need to wait until an ink is shown as zero level/not recognized and you need to reset that chip, this depends on your CISS, you may have a reset button at each cartridge or you need to take out that cartridge and reinsert it again, the printer firmware/driver does not know that you are running a CISS in that printer.
The driver offers an option to adjust the expansion for the borderless printing, or you have a problem with the dimensions of your image - 4x6" is not the same ratio as 8.5"x11", which program do you use to print those images ?

I reset the ink and now it's working great.

I have the right size art for each size print. I double checked and saw that I saved a 8x10 over the 8.5x11 so that was the reason it didn't reach the border.
