I am sure empty virgin Canon XL carts are available at Ebay, no?

Maybe not yet? But that would be a good saving in obtaining OEM cartridges for refilling. The region of the empty cartridges doesn't matter, as you will be replacing the chips.

Even if you could get a hold of these super ARC chips, they still won’t fit on the OEM carts because there’s not enough room to accommodate the extra thickness of the ARC chips..
