I just noticed that the ink was sold by Precision Colors -- mikling himself. I also noticed that his prices are in ounces, NOT fluid ounces. So he's right, you do have to weigh the ink, not measure the volume. Notice also that the size of a fluid ounce varies considerably from country to country, and 1 fl. oz. of liquid does not necessarily weigh 1 oz.
EDIT: a fluid ounce is smaller in Canada than in the U.S. That's another reason for using weight.
I haven't weighed any of the ink I have received, but since it came from Mikling, I'll bet you got every bit of what you were promised. And quite frankly, even if the shipment were short, which it probably is not, Mikling is selling so cheap that it's still a heck of a deal.
