In this article from 2007 , Rob write:

... To remove the ball, I follow the instructions referenced below, but just up to the point that the ball is removed; I stop there. Some instructions tell you to push the ball in, instead of removing it. It is best to remove it. Why? Because pushing the ball in breaks the shelf that keeps the ball from falling into the reservoir. Removing the ball preserves the shelf; the shelf provides extra plastic to support your screw.
Does this apply to CLI-8 carts? I've got several carts that I haven't prepped yet. In the future I may move away from the #1916 plug.

I've been pushing the plastic ball through, into the reservoir, and it doesn't seem like there is anything like a "shelf". It seems more like a "tunnel" with nothing on the other side of the plastic sealing ball.

The only thing I see moving around in the reservoir is the ball, either with a yellow cart, or one that I've put tap water into.

If there is still a "shelf", could it "migrate" into the sponge/foam area?

I dont think the shelf will migrate somewhere, plus you are using a rubber plug, now the ball inside the reservoir wont make any harm.
