I've had algae form in not only the photo cartridges, but also in my cyan cartridge. I went for a long period between using my printer and had the algae grew in my head. The head was a total loss.
I now put some alcohol in my ink, it keeps the algae from growing.
I'm not sure if algae is...
Sounds like the print head is clogged. Try a deep cleaning and run the check again. If that doesn't solve the problem, I suggest you buy a new print head from Canon. The reason I suggest Canon is their print heads are usually priced lower than 3rd party ones, plus they are genuine OEM.

Have you tried to print on Glossy Photo Paper?
I would think printing on matte paper would soften the details, even printing on plain paper will cause loss of detail.
I might be wrong, however, the logic board on the printer is probably bad, the only way to be sure is to have a authorized Canon repair facility check it out.

Your MP780 uses the same cartridges as my i4000. They are BCI-3BK, BCI-6BK, BCI-6C, BCI-6M and BCI-6Y. It doesn't use photo colors such as BCI-6PM or the BCI-6PC. As stated by Grandad35 there isn't a Photo Yellow.
Most likely the inks you are using are of the photo type, which are...

I think with your last attempt at cleaning your print head you either shorted it out or the electronics in the printer.
The only way to tell what is wrong with the printer is to get a new print head and see if it solves your problem. If you still get blank pages with a new print...
The error you usually get from the printer if the ink waste tank is full is just that. "Waste Ink Tank Full". Once reset you shouldn't get that error until the printer thinks the waste tank is full again. The printer firmware counts the number of times the nozzles fire and determines when...
You should try Canon first, they lowered the price of the print heads awhile back. They usually are priced lower than other sites.
You have to call to order the head, they don't sell them on their web site, this is due to the different printers and print heads. 1-800-828-4040
I'm not sure if the i9950 is available, Canon quit making that printer awhile back. Their new printers are Pixma Pro 9000, it uses the same print head as the i9950. It uses the new Chroma Life dye inks. The Pixma Pro 9500 uses 10 pigmented inks. It has a Matt Black, Photo Black and Gray...
