Yes, it does look like underextrusion. @The Hat did you replace extruder components (eg the gear)? It may be worth recalibrating your e-steps if you haven't already done that.
I don't have an ip4700, but can confirm that the Gutenprint driver works OK on my ip8750 (I'm using Fedora Linux so can't comment on how it works under Windows). I use Turboprint (a commercial driver), which produces higher quality output than gutenprint.
Just a thought - and apologies if this has already been mentioned (or considered irrelevant) - but could the gasket around the PGBK inlet have been damaged or lost during the initial soaking?
