I'm testing a theory with @The Hat
Here's what I've verified about posting / copying images from one section of the forum to somewhere else:
Permissions follow the images based on where it's posted, so if you want EVERYONE to be able to see an image, it needs to be posted to a publicly visible section.
If you post a pic to a forum thread, you can copy/paste that to other threads, PM's/conversations, etc.
If you post a pic in a PM/conversation, etc., then it won't be accessible to people NOT in those "private" areas, even if you copy / paste.
To confirm this, I posted that image above in a private section and then copied it to this thread.
*I* can see pic above just fine because I have proper permissions... but once I logout and view this thread as a guest, I can't see the picture.
