I bought a Canon PIXMA MX860 because it will accept refillable and auto resettable ink jet cartridges from Stratitec. I have used these cartridges (CC PGI - 220/CLI - 221) with great success. Merely remove the rubber stopper and refill with syringe. But, after many successful refills, I have encountered a problem. When I reinserted the filled blue cartridge the red light did not come on. I closed the cover and got the message, "The following ink tank was not recognized" and pointing to the blue cartridge. I tried cleaning the contacts on the cartridge without success. Any suggestions?

Sounds like the chip is fried, as a last resort, clean the contacts inside the printer where the chip sits. Make sure all the contacts inside the printer are fine.
Easy answer is to contact a cartridge refilling place and get an old empty and refill it, or find another chip online.

Like nanosec said, no red light = bad chip.

You can try cleaning the contacts but most likely it bit the dust.

Thanks for the heads up. I contacted Stratitec where I purchased the refillable cartridges and they are sending me a free replacement.
