What about all other countries other than Canada? Do we need a petition in every country? How many votes do you need?

CartersPoppie (& Smile),

Thank you so much for posting & supporting the petition http://www.keeprefillingalive.com/ in support of the very idea of refilling as an environmental sustainability issue.

It's so sad that all that engineering brainpower (on part of manufacturers) goes into preventing people from refilling --- resulting in loading up our landfills with empty, refillable cartridges.
What a socially destructive practice.... like planned obsolescence. (For the record, I am not a commercial refiller, nor do I have any connection with the refiller site listed on the petition --- just a home refiller).

Thought it was worth quoting from the petition:

Description/History:

Each year, landfills around the globe are flooded with more than 300,000,000 printer cartridges. Virtually all of these cartridges could have been either refilled or recycled. Why werent they? The majority of printer manufacturers are taking steps, such as embedding electronic chips in their cartridges, to prevent third-party refilling or recycling.

The Canadian Government must take action now and put in place laws that will prohibit printer manufacturers from creating non-refillable cartridges, thus dramatically decreasing this unnecessary buildup of electronic waste in landfills.

Petition:

We, the undersigned, hereby petition the Canadian Federal Government to enact laws that prohibit the manufacture and import of cartridges, devices, or software that disable or prohibit the remanufacture or refill-ability of our empty printer cartridges.

In doing this, we will significantly reduce greenhouse gas emissions through a decrease in the number of cartridges needed to be produced. This will also be dramatically diminishing the amount of electronic waste that enters landfills each year.
I've sent your petition around to folks I think would support it.

Perhaps others on this forum (if so moved) can do so, as well.

Best wishes,

jru

I was actually curious about this, I was wondering if perhaps different States might have different laws in regards to this. I know that recently Europe has introduced laws that prevent cartridge manufacturers from creating cartridges with "dead or kill switches" embedded in them. Hopefully we will see this someday here as well. There are some pretty interesting stats on the amount of inkjets that hit the land fill sites each year, its actually pretty mind boggling.

The manufacturers make far more money on aftermarket cartridge sales than they do on the printers themselves. The irresponsible ones (HP, Lexmark, etc.) make the printhead integral with the tank, making the cartridge fantastically expensive and the company a lot of money. Worse even are those such as Canon who put chips into them so once empty they stay empty even if filled. These people treat their customers with utmost contempt by actually making the cartridge more expensive to make, just so it can't be refilled.

If I buy a printer, the first thing I do is look at what kind of cartridge it uses, how much they want for them, and whether there are 3rd party suppliers. Then I will look into filling them up myself. Everybody should do that. Kudos to any government body that takes action against this awful waste.

If Europe did this then why chipped printers and cartirdges still are sold?

Smile,

I think those chipped cartridges are just a loophole in legislation to scare off most of the would be refillers. I think Canon's strategy with the CLI-8 as a replacement for the BCI-6 is very clever. Even you can refill them without any problem and now you can even reset them with a cheap resetter, most of us can experience the hefty prices for empty and used CLI-8/PGI-5Bk cartridges and this is because of the chip. Pelikan, Peach and others are making aftermarket carts with their own chips, but look at those prices.......Here in the Benelux: Pelikan for 8 euro and original Canon CLI-8 for 11 euro. Hmmm, maybe I should stay with the original with better fade resistance....The price difference with the older BCI-6 was sometimes more than 90 %.

And after a while the chips will fail, so you are forced to purchase new chips. Canon has "lost" the battle with European legislation, but they won the war in the end.

They can say: look, you can refill them without any problems so we are in accordance with the legislation.

Yes they can but is that true with new PGI-9 or how about HP and EPSON printers, you do need autoreset chips for them to work no?

Not sure about those latest types of PGI-9 cartridges. The availability of autoreset chips here in Europe are a sign that Epson can not stop those reverse enginered chips. Thanks to the chinese engineers, who are able to catch up with the chips.
I'm now struggling with the Epson Pro 3800 T580 cartridges and these cannot be refilled. The ink valve is one way out only. For the moment I'm waiting for an apropriate solution to overcome this, but with 80 ml per cartridge I can wait several months.
