You might have an easier time refilling these carts if you buy a bottom filler. look for the one used for the lexmark # 16 cartridge, which is identical. Cost of these is $3.00-$4.00.
Ken is correct...these do not ho;d a lot of ink, and are problematic after 1 or 2 refills, as you won't be able...

This also can be caused by air pressure in the cartridge. Turn your cart upside down, insert your syringe at an angle, suck out some air, and try to print again. In any case, post your results here....
And, the 1p4000 is very cheap to run, whether refilling or using compatibles.
Even genuine Canon cartridges for this model are much cheaper than Canon's newer chipped carts.
An ip3000 or 4000 is still a great buy if it has not been overused.

Most Dell cartridges are manufactured under license by Lexmark. Peeling off the upper label will show you the refill holes and/or the places you will need to drill a small hole for refilling.
Problem is, some models will not let you tell your printer that you have just installed a "new"...

That is not enough information. Have you reset the chip on your T038 blk? Is your re-setter working well? If you have refilled the cartridge many times, it might be time to get a new one.
Have you tried printing a purge page with a large black square?...that might help...
Just did a Google search on the error message you quoted. Apparently this message pops up when you need to do a "waste tank almost full" reset.

As a Canadian retailer, I can tell you that I am always looking for a quality supplier. I have found for the most part, that when I purchase remanufactured cartridges for resale, I am often disappointed with the quality, and they often have a high rate of return and a short shelf life as well...
I have used this successfully on several printers with no problems. Just highlight the printer you want to reset, and on the right side, click reset colour, and reset black. As long as you have highlighted the correct printer model, it should work perfectly.
