I suggest you only do nozzle cleans until you find the source of the problem. I suggest you try another cart, do a nozzle check if some improvement do a deep clean and report back your results.

It will certainly give you a good idea of refills available however it does not take into consideration the take-up of the ink in the sponge side depending whether it straight out of the printer, or older stored spares. This can be considerable, or wastage where costs are being calculated.
