I can confirm that the problem was solved aafter I celaned the blockage and the remaining drops of ink were direct result of my actions. I was disconnecting the power cable to wipe spilled ink. And I think disconnecting the cable while the printer was in action was causing the spill... I keep...
I think the video will be enough for me - I was probably fighting that problem for a very long time, blaming cartridges.
For future reference:
- back pressure from clogged waste ink lines can push back ink in the head, so when you replace one ink another one looses priming.
- foam in the ink...
I managed to push in 20 cm (8 inches) of flexible copper wire inside. Still no change,
Edit: where the tube normally goes? Straight into the waste ink pads?
After removing the bottom gray tube I could suck water from the pad and generate foam as well. So that part doesn't have blockage. Possibly blockage on the other side wherever the tube goes.
Edit: the other side (pad-pump-external access point-"other side") is blocked. I tried...

I'm fairly sure my problem is related to cartridge priming. I did upside-down/side priming and I'm back to almost perfect nozzle check. The top volume over metal mesh is now half-full after the upside/down side priming. It was almost empty before. Definitely sucking in some ink in normal...
Most of the colours have perfect nozzle check now, but not all, so it's not fully resolved. I strongly suggest to do some purge print and then leave the printer over night to settle. I'm considering CISS to avoid removing the cartridges completely.
Yes, I can see all cartridges levels, except I have marrutt cartridges and the software doesn't seem to match the reality :) I think that the linux epson-printer-utility is the same or very similar as on mac os.

Thanks for the suggestions! I use epson-printer-utility for linux to clean the head or do nozzle check. I think the printer somehow developed air bubbles in the ink lines, but I'm not sure how that happened.
