I just reset some refilled cartridges for the first time today and the provided instructions for the resetter didn't entirely match its behavior. Nevertheless, on mine when a cartridge has been reset the light turns red continuously for a few seconds. The three cartridges I reset worked.
I'll have to look again to see if there's a paper scrap somewhere in there, but I doubt it. The path is pretty clear and access to see it is good. I had tried OCR'ing the message also. I took a photo and uploaded it to a web site that does translations, but all I got was nonsense.
